PROGRAM COORDINATION AND IHPLEMENTATION <br /> <br />The Commi.ttee on Atmosphere and Oceans (CAO) Subcommittee on Weather <br />Modification will serve as the interagency mechanism for planning, <br />coordinating, and implementing a coherent National Weather ModifiCation <br />Program. <br /> <br />The subcommittee will maintain three standing interagency panels, on <br />fundamental research, precipitation enhancement, and severe storm abatement, <br />chaired respectively by NSF, WPRS, and NOAA. These working panels will <br />review, coordinate, and oversee project planning and scheduling in each of <br />these major program areas. <br /> <br />The subcommittee will establish other task forces to ~amine specific <br />areas of concern, such as research on nonmeteorological (societal) issues and <br />inadvertent weather modification. A non-Federal advisory committee will <br />provide counsel to the subcommittee on the conduct of the national program. <br /> <br />The CAO Subcommittee on Weather :1odification will provide a polley level <br />focus on Federal weather modification activities and will administer the <br />national program. The Subcommittee will: <br /> <br />o Determine Federal policies and priorities in weather modification. <br /> <br />o Plan and establish a coherent Federal program. <br /> <br />o Revise and extend the rolling "S-year" National Weather Modification <br />Plan. <br /> <br />o Prepare program budget analyses across agency lines. <br /> <br />o Coordinate and oversee the implementation of the National Weather <br />Modification Plan. <br /> <br />o Provide progress reports and obtain program evaluations. <br /> <br />o Promote interagency cooperation and effective sharing of facilities, <br />technology, and expertise. <br /> <br />o Promote more productive interaction becween Federal agencies and the <br />academic, commercial, and industrial communities. <br /> <br />xi <br />
