Statement, "Alternat ives to the Proposed Act ion, II is incorporated by
reference as part of this environmental assessment. The eight programmatic
alternatives discussed in the FES in addition to precipitation management
are:

- the null or no action alternative
accommodating to projected water shortages
- expanded conventional water resoures engineering
- geothermal waters
- saline waters
- interbasin or intrabasin water transfers
- water reclaimed through conservation
- alternative technologies applicable to the atmospheric water resource

Continued investigation or implementation of one or any combination of the
programmatic alternatives in a particular region does not preclude
consideration of the remaining alternatives. Certain alternatives, or
combinations of alternatives, may be complementary. Thus, development of
precipitation management technology does not foreclose, per se, the use or
development of other water resource management alternatives.

Several alternatives were discussed by the Commissioner of WPRS at recent
congressional hearings [3]. WPRS has conducted feasibility studies on the
development of geothermal resources and providing desalting capability to
develop a source of freshwater for augmenting the Colorado River system.
It has been found that use of geothermal brines for augmenting the Colorado
River water supply cannot be economically justified unless an energy

9
