<br />Question 2: <br /> <br />When and where are additional water supplies needed in the Basin? <br /> <br />Discussion: <br /> <br />. <br /> <br />. <br /> <br />According to participants, the Colorado River is already over- <br />appropriated, and completion of water projects now under construction <br />will not provide a remedy. Some groups are filling a large portion <br />of their requirements through groundwater supplies; for example, <br />the Salt River Project meets 40 percent of its needs through <br />groundwater. There is an urgent need for more water in the Basin <br />now and in the future. Questions will arise about ownership of <br />any "new" water, and water rights issues will need study. The <br />growing Basin requirements can be met into the 1990's by annual <br />water supplies and through releases of water presently stored in <br />Basin reservoirs. <br /> <br />Question 3: <br /> <br />What is the earliest date a final decision is needed on an operational <br />weather modification project? <br /> <br />Discussion: <br /> <br />The Colorado River Board of Califo~ia concurred in the need for <br />additional water supplies in the Basin after 1990 and indicated a <br />need to ascertain the feasibility of weather modification by 1985. <br />The Board recognized the need for a period of additional study and <br />statistical verification of effects to provide definitive answers <br />about cloud seeding. The timing of a final decision for a Basinwide <br />operational weather modification project is dependent on the level <br />of acceptable proof required (Question I). The availability of <br />other augmentation alternatives will also impact the decision timing. <br />Situations in different areas will mandate differences in timing; <br />critically water-short areas demand a more accelerated schedule for <br />alleviating shortages than locations with adequate water supplies. <br /> <br />Question 4: <br /> <br />What should be done to obtain support for the program from other <br />agencies, organizations, and the general public? <br /> <br />Discussion: <br /> <br />Ms. Kay Collins of the Denver Conservation Library encouraged Skywater <br />to seek active involvement by all concerned groups.
