There are no Federal regulations governing operational <br />precipitation management activities except for the requirement of <br />Public Law 92-205 that weather modification activities in the United <br />States and its territories shall be reported to the Secretary of <br />Commerce. Many state statutes govern precipitation management <br />activities and, even though these do not apply to Federal activity, <br />Skywater research programs have sought to comply with the spirit of <br />state laws as a matter of intergovernmental cooperation and good <br />will.
