<br />" <br /> <br />"Because of regional differences in precipitation-producing <br />conditions in the western United States, we recommend that <br />two experimental tests be conducted simultaneously--one, <br />largely exploratory in the Sierra Nevadas of California, <br />and the other, a sharply focused confirmatory program,' in <br />the Colorado Rocky Mountains. The opportunity is available <br />for a major step toward obtaining the hard evidence needed <br />for this mode of cloud seeding, and this opportunity should <br />be promptly and vigorously pursued." <br /> <br />On December 17, 1979 the Secretary of Commerce released "A Report <br />to the President and the Congress, National Weather Modification <br />Policies and Program." ~/ The.report states: <br /> <br />"Two cloud seeding techniques--enhancement of orographic <br />snowfall in the Rocky Mountains and augmentation of sub- <br />tropical rainfall by dynamic seeding--are already well <br />enough developed to warrant proof-of-concept experiments. <br />... .Confirmatory tests of these techniques should therefore <br />receive first priority among the field experiments to be <br />conducted by a national weather modification research pro- <br />gram. " <br /> <br />II-5 <br /> <br /> <br />Moreover, the report concludes: <br /> <br />"The Administration believes that because a number of Federal <br />agencies have valid mission interests in the weather modifi- <br />cation, and the field can benefit from a variety of approaches, <br />advances in weather modification science and technology can <br />best be achieved by well-coordinated programs carried out <br />by a number of agencies." <br /> <br />This proposal, in response to the Commissioner's request to plan an <br />operational weather modification program in the Colorado River Basin, <br />is in accord with the Weather Modification Advisory Board and Secre- <br />tary of Commerce Reports which meet OMBrs first condition. <br /> <br />The Project Skywater Programmatic Final Environmental Statement was <br />filed with the Council on Environmental Quality, October 25, 1977. <br />A project-specific environmental statement will be prepared for the <br />proposed operational program, thereby meeting the second OMB condi- <br />tion. <br /> <br />This special report and the subsequent project plans, studies, and <br />designs will meet the third condition for a definite plan. <br />
