<br />The City has a high and low pressure zone that is separated by pressure <br />reducing valves. The lower zones can receive water from anyone of the three <br />water sources. The high zone, installed in 2007, only receives water from the <br />WTP through a new 16-inch main line. Two 16-inch lines deliver water from the <br />galleries and a 12-inch main delivers water from Pasquale Springs. The balance <br />of the 29.4 miles of distribution lines are a variety of sizes down to the old 2-inch <br />mains located in a small section on the east side of the City. <br /> <br />The City of Salida is dependent upon the summer tourism season as the main <br />economic driver. During the summer, water use averages around 3 MGD, <br />utilizing about 750/0 of the maximum production capacity. Winter usage falls to an <br />average of 0.8 MGD. The City has purchased an additional 270 acre-feet of <br />South Arkansas River surface water that is being adjudicated in water court for <br />conversion to municipal use. This water is planned to meet the future demands <br />of development expected over the next ten years. <br /> <br />The City installed touch-read meters for all water customers between 1997 and <br />2000. Currently, the City has begun a replacement program using remote-read <br />meters. As the remote-read meters are installed throughout the City, customers <br />will be able to borrow a meter monitor that allows them to monitor their individual <br />water use. The remote-read meters are scheduled to be installed over the next <br />12-18 months. <br /> <br />6. The City of Salida will complete its first Water Conservation Plan. The City will <br />quantify its current water usage, develop water conservation measures and <br />programs to implement, and determine the benefit-cost of implementation. The <br />plan will describe new conservation measures and goals that the City intends to <br />achieve. The City will complete a Water Master Plan subsequent to the <br />completion of this Water Conservation Plan. Salida is hopeful that water <br />conservation will delay a treatment plant expansion for a few years. See <br />Attachment A for the anticipated Scope of Work. <br /> <br />7. The City will complete the project in accordance with the estimated Project <br />Schedule shown in Attachment B. <br /> <br />8. The City intends to use the grant money for completion of the Water <br />Conservation Plan. The City will provide CWS all information, including billing <br />and financial information, as well as staff time to successfully complete the <br />Project.
