<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />In addition to the LLRC, two other Lower Latham Companies, the LLDC and the Lower Latham <br />Asset Management Company (LLAMC), are integral to the operation of the plan for augmentation. <br />The LLDC provides a means for delivering the LLRC water supplies to the various shareholders <br />under the Latham irrigation system. In addition, the use of the Lower Latham Ditch, which is owned <br />by LLDC, is necessary for the operation of the plan for augmentation for making physical water <br />deliveries. Requirements for eligibility in the LLRC plan for augmentation include the need for the <br />well owner to own either LLRC or LLDC stock. The Lower Latham Asset Management Company <br />was established in January 2004 for purposes of managing and administering the Lower Latham Plan <br />for Augmentation. <br /> <br />III. PROJECT SERVICE AREA <br /> <br />LLRC and LLDC jointly provide irrigation water to a service area of approximately 11,000 acres in . <br />Weld County. The Lower Latham Reservoir is filled through the Union Ditch under a carriage <br />agreement ~ith the Union Ditch Company. The Lower Latham Ditch headgate is located on the <br />South Platte River in Section 31, Township 5N, Range 65W. The ditch conveys direct flow water <br />from the river and storage water from Lower Latham Reservoir. Figure 1 shows the general service <br />area of the Lower Latham Ditch. <br /> <br />III. WELL PUMPING AND REPLACEMENT OBLIGA nONS <br /> <br />There are a total of 85 active wells within the 2007 Lower Latham SWSP. All wells within the <br />SWSP and plan for augmentation are utilized exclusively or irrigation purposes. In recent years, the <br />GMSCCWCD plan for augmentation has not provided adequate replacement water supplies to <br />provide for un-curtailed pumping of its membership wells. The Lower Latham SWSP has provided a <br />means for adequate replacement water so that curtailment of pumping is not required. A copy of the <br />2007 Lower Latham SWSP renewal request is enclosed in Appendix C. Within the SWSP, the wells <br />depletions are determined using a water budget methodology which determines the total stream <br />replacement obligation to be 586.6 acre-feet during the 2007 plan year (April 2007 through March <br />2008), allocated 236.5 to GMSCCWCD membership wells and 350.1 acre-feet to non-GMSCCWCD <br />wells. <br /> <br />- 2- <br />
