Sherman <br />Executive Director <br /> <br />FROM: <br /> <br />Bruce Johnson, P.E. <br />Mike Serlet, P.E., Chief <br />Water Supply Planning and Finance Section <br /> <br />Dan McAuliffe <br />Acting CWCB <br />Director <br /> <br />DATE: July 2, 2007 <br /> <br />SUBJECT: Agenda Item 15b, July 11-12, 2007 Board Meeting <br />Water Supply Planning and Finance Section - New Project Loans <br />Lower Latham Reservoir Company - Water Rights Purchasel <br />Augmentation Project <br /> <br />Introduction <br /> <br />The Lower Latham Reservoir Company (LLRC) is applying for a $1 ,974,848 loan to acquire <br />surface water rights, a total of 6 shares of Lower Latham Ditch Company (LLDC), for the purpose <br />of providing augmentation water for existing shareholder wells, and to install a flow measuring and <br />monitoring system to facilitate augmentation plan administration. The estimated total cost of the <br />project is $2,194,275. Please see the attached Project Data Sheet. <br /> <br />Backaround <br /> <br />The LLRC, and its sister company the LLDC, provide irrigation to approximately 11,000 acres in <br />Weld County. The LLRC owns the Lower Latham Reservoir, which is filled by the Union Ditch <br />through a carriage agreement. The LLDC diverts water through a diversion structure on the <br />South Platte River, located approximately one mile south of Greeley. The LLDC's Lower <br />Latham Ditch conveys direct flow water from the river as well as storage water from the Lower <br />Latham Reservoir. The Lower Latham Reservoir Outlet Canal conveys water from the <br />Reservoir back into the Lower Latham Ditch system. The LLDC annual headgate diversions <br />are 40,172 AF per year, and LLRC average annual reservoir releases are 2,554 AF. <br /> <br />The LLRC also provides well augmentation for 85 wells, belonging to 49 well owners also <br />located in Weld County, in order to replace out-of-priority depletions caused by well pumping <br />and usage. These wells provide supplemental irrigation water supplies to farms owned by <br />stockholders in LLRC and LLDC. There are 40 wells that were formerly in the Groundwater <br />Appropriators of the South Platte (GASP) Augmentation Plan, and there are 45 wells also <br /> <br />Flood Protection · Water Supply Planning and Finance.
