<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I. <br />I <br />I <br />I <br /> <br />EMPIRE RESERVOIR EAST EMBANKMENT DAM EMERGENCY REPAIR <br />FEASIBILITY STUDY <br />DAMID 010728, WATER DIVISION 1, WATER DISTRICT 1 <br />CONSTRUCTION FILE NO.: C-0465D <br /> <br />Dam Owner: Bijou Irrigation District <br />November 29, 2007 <br /> <br />Puroose <br /> <br />Empire Reservoir is located in Weld and Morgan Counties, approximately 3 miles southeast of Masters, <br />Colorado and 3 miles west of Wiggins, Colorado as shown in Appendix A. The reservoir is an off channel <br />irrigation and recreation storage facility that is owned and operated by the Bijou Irrigation District. The <br />normal capacity of the reservoir is 37,710 acre-feet at a gauge height of 30 feet. In the spring of 2007, <br />the dam experienced significant wave erosion along sections ofthe East Embankment. In particular, two <br />sections of the existing parapet wall failed and significant erosion occurred near existing cottonwood <br />trees along the upstream toe of the East Embankment. Following the yearly inspection of the dam by <br />the State Engineer's Office (SED), the dam was put on a fill restriction to a gauge height of 29 feet. <br />Based on these events, Applegate Group, Inc. was retained by the Bijou Irrigation District to prepare <br />Construction Plans for the Rehabilitation of the East Embankment Dam located at Empire Reservoir. <br />These plans have been submitted to the SED for review and approval is expected in early December, <br />2007. <br /> <br />Proiect Soonsor <br /> <br />The Bijou Irrigation District (Bijou) is an irrigation district located in northeast Colorado utilizing waters <br />of the South Platte River. Bijou was formed under and is governed by state statute, specifically C.R.S. <br />Title 37 - Articles 41,42 and 43. <br /> <br />Bijou receives the majority of its irrigation water through its ownership of the Empire Reservoir. Bijou <br />can fill Empire Reservoir under a 1905 decree and a 1929 refill decree. The reservoir can be filled <br />through the Empire inlet canal, which has capacity to divert 575 cubic feet of water per second of time <br />(cfs), from the South Platte River at a headgate located about 3 miles East of Kersey, Colorado. Water <br />from Empire Reservoir is delivered to the lands of the district through the Bijou Canal. The Bijou Canal is <br />owned and operated by the Bijou Irrigation Company of which Bijou Irrigation District is the majority <br />stockholder. <br /> <br />Based on the State Engineer's diversion records from 1989 through 2005, Bijou has had an average <br />annual diversion of 50,970 acre-feet for all water diverted into Empire Reservoir. <br /> <br />Empire Reservoir East Embankment Dam, Water Division 1 <br />DAMID 010728 <br /> <br />Page 1 <br />
