FEASIBILITY STU�Y <br />FCIR THE REHABILITATION and ENLARGEMENT OF <br />BULL CREEK RESERVOIR NO. 4 <br />INTRODUCTION and IVEED FOR PROJECT <br />The Bull Creek Reservoir, Canal, and Power Company ("Reservoir Company"), located in Mesa <br />County, Colorado, operates Bull Creek Reservoirs Nos. 145 to provide irrigation water for farmlands <br />in the Plateau Valley ar�a of Westem Colorado. The century old Reservoir Company is organized <br />as a Colorado non-profit corporation'. <br />Irrigation water stored in the Reservoir Company's reservoirs is released by the Company into Bull <br />Creek and delivered dawnstream to various points of diversion for irrigation of approximately 800 <br />acres of farmland. Wa�ter from the reservoirs is the primary source of summer and late season <br />irrigation water. Without this water crops would be water short in most years. The location of the <br />project is shown on Fig�are 1. <br />Bull Creek Reservoir No. 4 is in need of rehabilitation and enlargement for the following reasons: <br />1) A filling restriction imposed by the State Engineer's Office in 1984 has in <br />turn res��lted in a filing by the Division Engineer for partial abandonment of <br />senior water rights (Bull Creek Reservoir No. 4). <br />2) An addi�tional filling restriction placed in 2005 has further decreased the <br />ability to store water. Further, the difficulty of maintaining a reduced <br />maximum water elevation has led to the nHed to keep the outlet open during <br />the winter and spring, increasingly reducing the ability of the reservoir to fill. <br />The end result is in effect a"zero fill" restriction. <br />3) The reservoir site lends itself well to increasing its capacity. <br />4) Water ric�hts are available for both the rehabilitation and the enlargement. <br />' See Appendix A for the Articles of Incorporation and Bylaws of the Company <br />Bull Creek Reservoir, CanaY and Power Company <br />Bull Creek Reservoir No. 4, Feasibility Study <br />Nov. 30, 2006 <br />Page 1 of 13 <br />
