<br />.' <br /> <br />Memorandum <br />March 20, 1996 <br />Page Two <br /> <br />In a search of our files, the only document located was a bound volume titled CWCR <br />Construction Fund Loan Application, Hidden Valley Reservoir and Stevens Lake Dam <br />Enlargement by Camp Dresser & McKee (CDM) dated September 1992. The document <br />consists of an undated loan application, a location map, a listing of P A WSD water rights <br />with no indication of relative seniorities, an estimate of-Hidden Valley reservoir yield, and <br />some core drilling results for the Hidden Valley site. <br /> <br />In discussions with Jack DeLange of the PAWSD, I was told that a feasibility study had been <br />submitted by CDM several years ago for Stevens Lake. I assume that the ConstrU(:tion Fund <br />loan application with various attachments, as described above, is the document he is referring <br />to as a feasibility study. In a telephone conversation with Keith Eberhardt, I was told that a <br />feasibility study had never been done for either project. <br /> <br />The two projects were again presented to the Board in January of 1993. The Stevens Lake <br />enlargement was apparently recommended by the Board for a Construction Fund loan of <br />$1,912,000 at 5.0 percent for 10 years (the notes of tlle meeting don't specify the name of <br />the project). The Hidden Valley project was deferred for a year at the Board meeting. <br /> <br />The 1993 Construction Fund bill (HB 93-1273) included an authorization of $1,912,000 for <br />10 years for Stevens Lake and $500,000 for Hidden Valley. I don't know how and why the <br />$500,000 was authorized for Hidden Valley but the 1996 Construction Fund bill includes a <br />deauthorization of the $500,000. <br /> <br />Martinez Creek <br /> <br />In March of 1995, the P A WSD requested funding for a feasibility study of Martinez Creek <br />Reservoir under the Small Dam Site Program. A purchase order for $5,000.00 was issued <br />later in the year for the feasibility study. I have the discussed the Martinez Creek project <br />and the feasibility study with Jack DeLange and with Allen Davey of Davis Engineering, the <br />consultant for the study, several times but we have not received ~ submittal to date. I <br />informed Jack DeLange by phone that we will be unable to pay any invoices under the Small <br />Dam Site purchase order until a feasibility study has been submitted. <br /> <br />In August 1995, the P A WSD submitted an application for a Construction Fund loan in the <br />amount of $750,000 for the Martinez Creek Reservoir project. The loan request was to be <br />presented to the Board for inclusion in the 1996 Construction Fund bill. In telephone <br />conversations with Jack DeLange and Allen Davey, I was told the Martinez Creek site was <br />apparently too expensive. In December of 1995, Jack DeLange informed me by phone that <br />the District will probably undertake the Stevens Lake enlargement and would not request a <br />loan for the Martinez Creek Project at this time. <br />
