I am making this request for the following reasons:

1. Engineering plans for the project (rehabilitation and enlargement of the Eureka Dam No.1) have
not been completed, and the start date of construction has not been scheduled.

2. The CWCB has received a number of requests for loan authorizations in 1997, and there is a
need to move unused funds back into our general account.

Please send us a letter, explaining your plans to move your project ahead to constJuction. Include a
schedule for completion of the engineering plans and specifications and a proposed construction
start date. If you decide that you don't want to proceed with the project, please send me a letter
requesting that the loan be deauthorized. This will alllow us to return the funds to our general
account, so that the money will be available to others wishing to construct raw water projects in the
State.

cc: Bill Stanton
D:lThiebaud.Dltr
