Dear Mr. Van Sciver:

The City of Broomfield is under the State Engineer's order to repair the spillway
of the Great Western Reservoir by October 1, 1998. We are presently doing a
site specific precipitation study to determine the extent to which the spillway
needs to be modified. This study should be completed by the end of the year.
Design of the spillway improvements will start immediately thereafter. The
design will be done by early spring at which time we will have an estimated cost
to construct the modifications.

The City is also participating in a study with the Denver Water Department and
other Northwest Quadrant Cities on water supply options. One of the options
could be to use Great Western to store return flow water that could be
exchanged elsewhere in the participants' systems, If this were to happen, the
joint use would require the expansion of the reservoir. The decision on this
option will not be made until the end of 1998.

Since the above projects are in progress, Broomfield requests that the eweB
loan authorization remain in effect at least until the end of next year.
