Town of Bennett
Feasibility Study
INTRODUCTION
The following presents a Feasibility Study in support of the loan request from the Town of
Bennett, Colorado (Bennett) to the Colorado Water Conservation Board's (CWCB) Construction
Fund. Water is provided to the residents of Bennett from the Denver Basin aquifers. 'The
requested loan would be used to replace a water supply well that was dually completed into the
Denver and Arapahoe aquifers in 1973. Over time, the condition and efficiency of Well 5 has
deteriorated beyond the point of repair. For Bennett to continue providing a reliable and high-
quality water source, the well must be replaced immediately.
Bennett is requesting a loan from the CWCB Construction Fund in the amount of $180,000 to
finance the re- drilling and completion of a critically needed Denver Basin water supply well. The
proposed project is eligible for a CWCB loan because it would replace a water supply well that
is critically needed to maintain adequate water service to the residents of Bennett.
This Report provides information on Bennett's water supply plan and system, water demands,
water rights, replacement plans, project alternatives, and financial feasibility. The structure of
this Report was based on information from CWCB staff and the Water Project Loan Program
Guidelines (CWCB, 2006).
STUDY OBJECTIVE
The purpose of this Feasibility Study is to outline and describe the project that will be
implemented if Bennett is granted the low interest loan from the CWCB Construction Fund.
Bennett is a community of 2,500 people that is located approximately 25 miles east of Denver,
Colorado in south Adams County and north Arapahoe County (Figure 1). Bennett currently
serves its residents with water that is pumped from Denver Basin aquifers. The water supply
system made up of the north water system (NWS) and the south water system (SWS). Well 5 is
one of six wells that supply the NWS, and it is one of four wells in the NWS that pump water
from the Denver or Arapahoe aquifers. Well 5 was taken off -line in September 2007 because
1
Jehn Water Consultants, Inc.
