Town of Bennett <br />Feasibility Study <br />are entitled to because Well 5 is inoperable. With Well 5 inoperable, Bennett will likely be <br />unable to meet the water demands during the summer months in 2008. Hence it is critical to re- <br />drill and complete Well 5 before next summer. <br />For many years Bennett has used their water rights to meet the demands of the Town. The <br />historical record of the water supply meeting the demands proves the adequacy of the water <br />supply system and the water rights. As the population of Bennett increases, water demands <br />also will increase. <br />FINANCIAL FEASIBILITY <br />Bennett's Enterprise Funds are used to account for operations that are financed and operated in <br />a manner similar to private business enterprises where the intent of the governing body is that <br />the cost of providing goods or services to the general public on a continuing basis is to be <br />financed or recovered primarily through user charges. The Water Fund (water program) is <br />classified as an Enterprise Fund. <br />On November 5, 1996 the Town of Bennett held a general election to come into compliance with <br />Article X, Section 20 of the Colorado Constitution and the following question was passed by a <br />400 to 156 vote of the registered electors: <br />Ballot Question No. 2A <br />"Shall the Town of Bennett be permitted to collect, retain and expend, without <br />imposing any new taxes or increases in its present mill levy on general property <br />or its sales and use tax rates, the full revenues generated by the Town's sales <br />and use tax, non - federal grants, its existing mill levy and any other excess <br />revenues, commencing January 1, 1995 and each subsequent year, <br />notwithstanding any State restriction on fiscal year spending, including without <br />limitation the restrictions of Article X, Section 20 of the Colorado Constitution and <br />spent as a voter approved change and an exception to the limits which would <br />otherwise apply, for (A) street construction, repair, and maintenance; (B) capital <br />improvements; (C) parks and recreation; (D) police protection; (E) storm drainage; <br />(F) snow removal; (G) street sweeping and (H) other municipal services ?" <br />M <br />Jehn Water Consultants, Inc. <br />
