<br />A.3 Social Structure Impacts <br /> <br />There will not be any foreseen impacts on existing neighborhoods and communities <br />or on employment. The project will not increase the maximum high water level in the <br />reservoir. The project will allow the social structure in the area to remain intact by <br />creating a safe environment surrounding the reservoir. Recreation uses for the <br />reservoir will not be disturbed during the rehabilitation of the outlet works nor during <br />the resolution of the spillway issues. <br /> <br />B. Institutional Considerations <br />The SEO will require that the project design be reviewed and accepted prior to <br />construction. A list of permits, which may be required, is listed in the Institutional <br />Considerations section of Chapter V. <br /> <br />C. Comparative Evaluation <br />The evaluation of alternatives were based on costs, technical merit, and preference <br />of the South Side Reservoir Company since the above described evaluation factors <br />are common to all alternatives considered for the project. <br />A feasibility level probable cost estimate was developed for each of the alternatives. <br />Major construction work items were identified and unit prices and quantities were <br />estimated. The following assumptions were made: <br />1. Water level in the reservoir at the time of construction will not be <br />inundating the existing outlet. This will be accomplished using <br />cofferdams and temporary pumping. <br />2. The existing outlet works is founded on suitable material and <br />foundations for any new structures can be located at similar elevations. <br />Additional measures may be required if bedrock is deeper. <br />3. Mobilization/demobilization costs shown in the estimate is intended to <br />cover the cost of mobilization and demobilization of equipment, <br />temporary construction facilities, bonds and insurance. This cost item <br />typically ranges from 5 to 15 percent of the total construction cost. The <br />cost estimates were based on 10 percent. <br /> <br />21 <br />
