Chapter 1- Introduction

South Side Dam is a small, Class II embankment dam located in Larimer County
near Loveland, Colorado. See the attached project executive summary and
location maps (Figure 1-1 and 1-2). The dam is owned and operated by South Side
Reservoir Company (SSRC). The South Side Reservoir Company is applying for a
$360,000 loan to rehabilitate the Dam. The estimated total cost of the project is
$400,000. The South Side Reservoir Company operates the South Side
Reservoir for delivery of irrigation water within a 400-acre service area. This
project includes rehabilitation of the outlet and spillway on the dam, and will allow
removal of the existing storage restriction currently imposed by the State Engineer.
Rehabilitation work is scheduled for 2003. Proposed funding for the project
consists of a $360,000 Small Project Loan and a $5,000 Feasibility Study Grant
from the CWCB, and the remainder from the Borrower.
A hydrologic report prepared by Mr. Ed Toms had been except by the State
Engineer's Office regarding the inflow design flood and spillway requirements. The
report is included as Appendix D of this feasibility study. With the acceptance of the
Toms report, the SSRC is on the verge of reconciling a long-standing issue with the
spillway of the dam and is much closer to accomplishing the removal of an existing
storage restriction.

10
