The water quality of the Box Elder Ditch is appropriate for its end uses. The project should not <br />have a negative impact on water quality. The water will be pumped into a holding pond before <br />being gravity fed back to the Poudre River which will allow some settling to occur. <br />Project Description - Analysis of Alternatives & Selected Alternative <br />Analysis of Alternatives <br />The Company has several options for augmenting its wells. <br />"Do Nothing " Alternative <br />One is to maintain the status quo. This option is not desirable due to the uncertainty in futture <br />availability and cost. Maintaining the status quo is seen as loss of current well use in the future. <br />The "do nothing" alternative is therefore not an option if the wells are to continue operating. <br />Additional Water Rights <br />The Company has the option to purchase additional water rights as rental water, however neither <br />of these options gives the Company the security in the system that a reservoir provides. The <br />Company is amending its current augmentation plan to includes a number of capital shares. of The <br />New Cache La Poudre Irrigating Company and The Cache La Poudre Reservoir Company„ <br />assigned to the plan by the well owners, to be changed in use to include augmentation uses. The <br />consumptive use credit of the senior water represented by these shares of capital stock are <br />anticipated to be the guarantee to the river that past pumping depletions can be met. <br />Timnath Flatiron Reservoir <br />Timnath :Flatiron Reservoir option is desirable because of it's location in relation to the New Cache <br />La Poudre Irrigating Company and the depletions associated with the augmentation plan of the <br />Lower Poudre Augmentation Company. <br />The river diversion structure of the New Cache La Poudre Irrigating Company is Just downstream <br />of the Timnath Flatiron Reservoir less than two miles with no intervening diversions. Thus, any <br />water released out of Timnath Flatiron Reservoir can be left in the river to replace well depletions <br />in Reach 1 and 2 of the augmentation plan, taken down the canal and released to reaches 3 or 4 of <br />the augmentation plan, or taken to other facilities within the service area. Thus, the location of the <br />Timnath Flatiron Reservoir makes it a very integral structure in the management of waters for the <br />Lower Poudre Augmentation Company. <br />The option of purchasing the Timnath Flatiron Reservoir also made the most economic sense and <br />was the most secure option available to the Company. Several options were evaluated for <br />infrastructure on this site. One looked at bringing water in from the Boxelder Ditch at the <br />southwest corner of the site. This option would require pumping the water a minimum of 1.000 <br />feet and the transmission of the water over a commercial site. Another option looked at a direct <br />diversion from the Cache la Poudre River. This site had issues with access due to the sites <br />separation from the river at the north by City of Fort Collins open space. The south section of the <br />site is heavily wooded and could potentially require wetland review and additional permitting. It is <br />also questionable if the site could draw the needed volume of water from the river„ This option <br />was therefore not recommended. Taking water from the Fossil Creek Inlet Canal was also <br />5 <br />
