Timnath Flatiron Reservoir CWCB "Loan Application <br />Feasibility Study <br />Purpose <br />The Timnath Flatiron Reservoir Project is a proposed reservoir storage project located in Larimer <br />County at the western edge of the Town of Timnath along Interstate 25, Section 34, Township 7 <br />North., Range 68 West. A location map is attached as figure 1. <br />The purpose of this application is to request funding so that The Lower Poudre Augmentation <br />Company (Company) can purchase the reservoir property, the water rights and construct the <br />necessary improvements to utilize the Timnath Flatiron Reservoir for augmentation purposes. The <br />reservoir is currently just an empty bucket with a storage capacity of approximately 650 A.F. It <br />contains no facilities to operate as an augmentation facility. The Lower Poudre Augmentation <br />Company would like to build the infrastructure necessary to make the reservoir functional. This <br />includes among other items constructing an intake structure, an outlet structure and a pump station. <br />This application also includes in its loan request, funds to purchase both the reservoir land and the <br />water rights to fill the structure. <br />The Lower Poudre Augmentation Company is comprised of well owners throughout the service <br />area of New Cache La Poudre Irrigating Company and the Larimer Weld Service Area (figure 2). <br />The Company must augment for the wells. In 2005, the Company had 3,500 AF of augmentation <br />demands. The Company currently meets its augmentation demands through rental water from the <br />Water Supply and Storage Company and some additional rental of native waters for return flows to <br />the Poudre River. The approximately 650 AF of storage provided by the Timnath Flatiron <br />reservoir will help meet this augmentation requirement. The Company is concerned about rental <br />water and would like to have more control over its augmentation sources. Having a reservoir as <br />part of an augmentation plan adds additional security to the system. It essentially functions like a <br />slinky absorbing some of the external impacts of the climate and providing a longer more stable <br />term augmentation supply. <br />Previous Studies <br />Applegate Group, Inc. performed two feasibility studies for development of water storage on this <br />property. One, Timnath Reservoir Infrastructure Feasibility Study, examined infrastructure <br />options for utilizing the reservoir as a water storage reservoir for the New Cache La Poudre <br />Reservoir Company. Four alternatives were reviewed. One examined the potential of bringing <br />water to the northwest corner of the reservoir directly from the Cache La Poudre River. The other <br />reviewed the potential for diverting from the Boxelder Ditch in two locations. The first, from <br />where it crosses the property at the southwest corner and the second looked at diverting water <br />through an existing conveyance system from City of Fort Collins open space property west of <br />Interstate 25 to the northwest corner of the reservoir. The final option evaluated the feasibility of <br />drawing from the Fossil Creek Inlet Canal. A later study, Timnath Flatiron Reservoir Northwest <br />Inlet Option Feasibility Study, expanded upon the chosen alternative of utilizing the northwest <br />option for delivery in a joint project between The New Cache La Poudre Reservoir Company and <br />The Flatiron Companies.
