'.

.

:e

By using data from User Group 1, the procedure can be demonstrated.

1. Adjustment factor = 3,541/18,009 = 0.197 acre-feet (from Table III.A-3)
2. Avg. 1987-94 CWPDA HI Pumping = 6934 acre-feet (from spreadsheet)
3. Adjusted 1987-94 CWPDA HI Pumping = 6,934 + 0.197*6,934 = 8,298 acre-feet

In this study it was assumed that the ratio of CWPDA well pumping to total HI Model well
pumping for the period 1987-94 was representative of the period 1970 through 1994. This analysis
is shown in Table III.A-4. The ratio (Column 5) was calculated by dividing the average CWPDA user
group pumping for the eight-year period (Column 3) by the average of the DWR HI Model data for the
same period (Column4). Although HI Model pumping data was available for the period 19!iO to 1970,
the data was not used in the analysis for several reasons.

1. The Fryingpan-Arkansas Project was not operational prior to 1970.
2. Pueblo Reservoir began operation in 1974.
3. The number of permitted wells in the basin was about 720 in 1950 and about 1,480 in 1970.
4. Wells were not administered during the 1950-1970 period.
5. Cropping and farming practices have changed.
6. The rate schedules of electric utilities have changed.

Pumping estimates were then calculated for 1999 through 2023 by multiplying annual HI Model
pumping (1970-1994) for each user group by the respective percentages.

CWPDA: Sec III.A

10/12/99

Page 4
