.

.

,e

SECTION - II.F
CWPDA 1996-1998 Rule 14 Plans

cWPDA FEASIEHUTY STUDY

Since June 1, 1996, CWPDA has provided replacement water for its member wells under an
annual Arkansas Rule 14 plan. With the exception of 1996, the plan year begins April pt of the
calendar year and remains in effect until March 31"t of the following year. Included in each plan is a
report on the water ordered by members, estimated wellhead and stream depletions, and the
amount of replacement water required to augment stream depletions. Table II.F-1 lists the annual
total water order, the actual water pumped, and the resulting difference. The water order is the
well owner's estimate of what they expected to pump. Table II.F-1 shows that there is a
considerable difference between the owner's estimate and what was actually pumped.

TABLE II.F-1
CWPDA Arkansas Rule 14 Plan Pumping Summary
(all values in acre-feet)
Water Water
Order Pumped
47,746 40,188
53,899 40,820
49,883 34,302

Year

Difference

1996
1997
1998

7,558
13,079
15,581

Table II.F-2 lists the annual wellhead depletions, stream depletions, replacement water
acquired, and the difference between stream depletions and replacement water. Table II.F-2 shows
that the replacement water purchased exceeds actual stream depletions by 1,600 to 4,500 acre-
feet.

TABLE II.F-2
CWPDA Arkansas Rule 14 Plan Depletions Summary
(all values in acre-feet)
Wellhead Stream Replacement Replacement Minus
Year Depletions Depletions Water Acquired Stream Depletions

1996 19,109 8,670 13,213 4,543
1997 20,835 15,034 16,660 1,626
1998 17,871 13,775 17,155 3,380

It is important to note that in 1996, CWPDA had to replace only 60 percent of actual stream
depletions, but had to purchase additional water for reJ:}lacement of stateline depletions.
Furthermore, the excess Fry-Ark water available to municipal members along with their right to
acquire additional Fry-Ark water, cause the results in Table II.F-2 tOt be somewhat misleading.

CWPDA: Sec II.F

10/7/99

Page 1
