. . ,e SECTION - II.F CWPDA 1996-1998 Rule 14 Plans cWPDA FEASIEHUTY STUDY Since June 1, 1996, CWPDA has provided replacement water for its member wells under an annual Arkansas Rule 14 plan. With the exception of 1996, the plan year begins April pt of the calendar year and remains in effect until March 31"t of the following year. Included in each plan is a report on the water ordered by members, estimated wellhead and stream depletions, and the amount of replacement water required to augment stream depletions. Table II.F-1 lists the annual total water order, the actual water pumped, and the resulting difference. The water order is the well owner's estimate of what they expected to pump. Table II.F-1 shows that there is a considerable difference between the owner's estimate and what was actually pumped. Table II.F-2 shows that the replacement water purchased exceeds actual stream depletions by 1,600 to 4,500 acre- feet. Furthermore, the excess Fry-Ark water available to municipal members along with their right to acquire additional Fry-Ark water, cause the results in Table II.F-2 tOt be somewhat misleading.
