<br />. <br /> <br />CWPDA FEASIBIUTY STUDY <br /> <br />SECTION - I <br />Executive Summary <br /> <br />Colorado Water Protective and Development Association (CWPDA) is a non-profit <br />organization, formed to protect and develop underground and surface waters of the Arkansas River <br />Basin. CWPDA member wells are located in the basin from leadville to John Martin Dam. The <br />majority of CWPDA's memberships are located the counties of Pueblo, Otero, Crowley, Bent, and EI <br />Paso, but the association does have member wells in Fmmont, Chaffee, and lake counties. The <br />1999 membership had 807 wells of which 789 are included in CWPDA's 1999 Arkansas Rule 14 <br />plan. The primary responsibility of CWPDA is to assist members in complying with the rules that <br />govern groundwater pumping in the Arkansas River Basin. This includes providing well tests, <br />reporting of water pumped, and replacement of out-of-priority depletions. The objectives of this <br />study were: <br /> <br />. <br /> <br />1. Development of estimates of future pumping by CWPDA member wells. <br />2. Development of estimates of future stream depletions attributable to CWPDA member wells. <br />3. Analysis of potential replacement water sources. <br />4. Development of rE~placement source alternatives and options for CWPDA. <br />5. Development of a feasible augmentation plan. <br />6. Determination of the financial feasibility of the plan. <br /> <br />CWPDA's Rule 14 Plans <br />Annually, since June 1996, CWPDA has submitted a Rule 14 plan to the State and Division <br />engineers. The plans have provided for replacement o'f out-of-priority stream depletions using <br />several different sources of consumptive use replacement water. Generally, the replacement water <br />supplies have been: <br /> <br />1. Fryingpan-Arkansas Project first use and return flows. <br />2. Decreed consumptive use water available from municipal water entities. <br />3. Decreed consumptive use water owned by private parties or water districts. <br />4. Agricultural water rights. <br /> <br />e <br /> <br />With respect to operation of the plans, actual annual pumping has generally been 13,000 to <br />15,500 acre~feet less than annual water orders. Actual annual stream -depletions have been <br />approximately 3,000 acre.-feet less than the estimated depl1etions. Therefore, the replacement water <br />purchased and leased has exceeded the annual requirement by an average of 3,000 ~cre-feet.
