.

.

e

SECTION - II.C
General Description of Analysis

cWPDA FEASIBILITY STUDY

This feasibility study includes all 1999 CWPDA member wells that are reported to deplete
the Arkansas River or one of its tributaries. Also included are depletions from wells that are not
currently Association members but held previous membership in CWPDA at sometime during the
period 1996 to 1998.

In the development of Rule 14 plans, each CWPDA member well is categorized as a Rule 3,
Rule 4, or Rule 5 well. Additionally, for locating the impact of stream depletions with respect to the
Arkansas River and, in part, water use, each well is classified in a User Group. These user groups
are standardized within CWPDA and State databases. A well's User Group is dependent upon use,
location, and the river reach that is impacted by stream depletions.

In this study, the pumping has been summarized by Rule and User Group. The
categorization of the wells by Rule and User Group is listed in Table II.C-1. Also shown in Table
II.C-1 is the number of CWPDA member wells in each category. Depletions have been summarized
by location of impact and controlling water right administration points. The location is identified
using the river reach designation used in the HI Model. For the model, the Arkansas River has been
broken into twenty river reaches extending from Pueblo to the Colorado/Kansas stateline. Reaches
19 and 20 include the areas surrounding Lake Meredith and Cheraw Lake, respectively. The
controlling water rights' administration points on the Arkansas River and Fountain Creek include the
following:

1. Fountain Creek
2. Above Pueblo Reservoir
3. Pueblo Reservoir to Fort Lyon Canal
4. Fort Lyon Canal to John Martin Dam
5. Other miscellaneous river reaches and streams

cWPDA: See Il.c

10/7/99

Page 1
