To ensure <br />compliance with these Rules, the state and division engineers shall tabulate diversions of <br />ground water from the aquifers listed in Rule 4.1 at regular intervals and shall ma.lce such <br />tabulations available for inspection by the public in the office of the division engineer. <br />The state and division engineers shall prepare annual summaries of plans which have been <br />approved by the state and division engineers allowing diversions of ground water from <br />the aquifers listed in Rule 4.1 and shall make such sununanes available for inspection by <br />the public in the office of the division engineer. As a condition to approval of any plan <br />to divert ground water pursuant to these Rules, the state and division engineers may <br />require a well user or an entity submitting a plan on behalf of well llsers to prepare a <br />summary of diversions of ground water and replacement of depletions under the plan. <br /> <br />Rule 17. Severability. If any portion of these Rules is found to be invalid, the <br />remaining portion of the Rules shall remain in force and unaffected. <br /> <br />Rule 18. Effective date. These amended Rules shall become effective January 1, <br />1996, and shall remain in effect until amended as provided by law. Any person desiring <br />to protest these Rules may do so in the manner provided in section 37-92-501, IS'C.R.S. <br />Any protest to these Rules must be filed with the water clerk for Water Division 2 by <br />the end of the month following the month in which these Rules are published. The <br />Statement of Basis and Purposes for these Rules I;1as been filed with the water court and is <br />available for review at the office of the state engineer in Denver.
