Articles of Incorporation and Bylaws for the company are
included in Appendix B"

The company's facilities, built about the turn of the century, are located in Weld County in
Colorado. Their business office is located in Greeley, Colorado as is their maintenance
office" The system stretches from the Cache la Poudre River diversion located in east
Greeley to east of Kersey, Colorado in Weld County. The company has direct flow water
rights from their diversion in the Cache la Poudre River and also is the carrier for reservoir
water owned by their stockholders" " The company also has the capacity to store seep
water and excess water from the Greeley Number 2 canal in Seeley Reservoir" This water
can be released into the Cache la Poudre River and diverted into the company's canal
downstream.

Their facilities consist of approximately 15 miles of supply ditch including control structures,
checks, and headgates. The supply ditch branches into the north and south forks of the
Ogilvy Ditch. Figure 1 included herein is a map of the system which also shows the service
area.

The stockholders own water through their stock in the OILC" The water for this company is
delivered through the Ogilvy Ditch System.

OILC was incorporated in July 1881" Due to the early date of conception, little information
has been retained concerning the early development of the company. OILC has been in
operation continuously since its inception and has not changed from its original purpose"

A copy of the Articles of Incorporation and By-Laws are included in Appendix B.

PROJECT SERVICE AREA

The approximate service area boundaries are shown on the map in Figure 1. The service
area of the OILC includes approximately 3,600 acres of irrigated crops or pasture" Crops
grown in the service area include corn, beets, pinto beans, wheat, barley, oats, alfalfa,
grass hay, and some vegetable crops"

Rehabilitation of Seeley Lake Outlet - Feasibility Study

Page 1
