Re: Town of Paonia <br /> <br />Dear Ms. Fagan: <br /> <br />We are in. receipt of your letter of October 26, 1994 regarding the proposed study for the Town of <br />Paonia. Based on our review and a staff discussion of the letter, we have a number of concerns we <br />would like to express. <br /> <br />The Plan of Study should include a budget for each work task, a schedule for completing each task and, <br />most importantly, a specific description of each task and each subtask as described on pages 11 and 12 <br />of the Construction Fund Guidelines. Task descriptions should be in sufficient detail to allow the <br />person reviewing the POS to understand specifically what alternatives will be considered, how the <br />alternatives will be evaluated and, in what sequence the work will be performed. The current documents <br />do not provide this. <br /> <br />It is not clear whether what is being proposed is a reconnaissance study for several alternatives to be <br />inveStigated at a very preliminary level of analysis or a more detailed feasibility study. Both types of <br />analysis are described in the Construction Fund Guidelines but it should be noted that the more detailed <br />feasibility study is required for Construction Fund financing approval. <br /> <br />In addition, we would like to request more information on the cost sharing arrangements with the Town <br />of Paonia. Our intention for the Small Dam Site Reconnaissance Program is that approximately fifty <br />percent of the proposed study costs be borne by the study sponsor. <br /> <br />We look forward to resolving these concerns at the earliest possible date so that the Town of Paonia <br />can continue to move forward with their water resource planning activities.
