Lile, PE. <br />Director, CWCB <br /> <br />TO: <br /> <br />The CWPDA File <br /> <br />FROM: <br /> <br />Bill Green <br /> <br />DATE: <br /> <br />June 20, 1997 <br /> <br />RE: <br /> <br />Feasibility Study Loan - C {53 7 q 1 <br /> <br />Background <br />In November 1993, the Board approved a loan to the Colorado Water Protection and <br />Development Association of up to $75,000 for a feasibility study of alternative~ for a <br />substitute supply plan to replace CWPDA's pumping deletions on the ArkansaJ River. <br />The approved lending rate was 4.0 percent and the term was not specified. Thejloan was <br />contingent upon review and approval by the CWCB staff of a plan of study and upon <br />. I <br />CWCB staff review ofCWPDA' s financial condition and ability to repay the feasibility <br />study loan. <br /> <br />Submittals <br />CWPDA has retained a new consultant, W.W. Wheeler and Associates, who will begin <br />I <br />work this month on the feasibility study. We have requested from CWPDA and received <br />I <br />the following items in order to make a final determination regarding the plan of! study and <br />CWPDA's ability to repay the feasibility study loan: <br /> <br />1. An updated loan application dated May 25, 1997, <br /> <br />2. A request for funding (explaining the need for the study) and a scope of work <br />with a table of contents for the final report, <br /> <br />3. Copies ofCWPDA's income and expense summaries for the years 1994 <br />through 1996, and <br /> <br />4. Copies ofCWPDA's current dues structure and membership application forms. <br />. I <br />
