For more information please llisit <br />www.fouJltain-crk.org and click on the Army Corps of Engineers <br />link. <br /> <br />Overview <br /> <br />-Ihe Army Corps of Engineers Watershed Study began in April <br />2003 and providcs a comprehensive analysis of the fountain Crcck <br />Watcrshcd that establishes and cvaluates existing conditions and <br />identifies an array of problcms and opportunities in the form of <br />a Watershed Management Plan. "lhe study primarily addresses <br />methods to rcducc erosion, sedimentation and flooding problems <br />in the watershed and was not intcnded to addrcss water quaIity. <br />Water quality is addressed through other ongoing studies which are <br />discusscd in the newslctter. <br /> <br />Projects recommended through this study will not have adequate <br />information for implementation. Depending on the funding sourcc <br />identified for the individual projects, detailed implementation stud- <br />ies will still be required to detail the features of the project, includ- <br />ing design, cost, environmelltal impacts, ete. <br /> <br />Within thc 930 square mile rountain Creek Watershed there wcre <br />24 streams which were brokcn into 32 sections that wcre evaluated <br />in varying detail (see table to the right), for eithcr partial or complete <br />hydrology and hydraulics modeling and geomorphic analysis. A map <br />showing each stream reach and the analysis that was performed is <br />shown on the opposite page. <br /> <br />Project Sponsors and Funding <br /> <br />111e total cost of the watershed study is about 3 million dollars and <br />is sharcd: 50% by the federal governmcnt and 50% by 10caI govcrn- <br />ments and the Statc of Colorado. <br />Federal government - $1,500,000 <br />Local governments - $900,000 <br />Department of Local Affairs (DOLA) - $300,000 <br />Colorado Water Conscrvation Hoard (CWB) - $300,000 <br /> <br />.Ihe lead local sponsor for the study is the City or Colorado Springs. <br />To fund the study an Intergovernmental Agreement (IGA) was <br />signed in March 2003 between the City of Colorado Springs and the <br />IO local government sponsors in the warershed: citics of Woodland <br />Park, Manitou Springs, Fountain and Pueblo; towns of Monument, <br />Palmcr Lakc and Grecn Mountain Falls; and counties ofEI Paso, <br />Teller and Pucblo. .the funding share from thc local governmcnts of <br />$900,000 was determined based on impervious surface area and is <br />.~hown on the sprcadshcet at www.foumain-crk.org. <br /> <br />Almost all of thc federal funding needed to completc thc study <br />was included in thc l;iscal Year 2008 Encrgy and Water Resource <br />Appropriations Hill which was approved as part of the Fiscal Ycar <br />200S President's Appropriations Bill. .l1le remainder of $2,000 not <br />appropriated will be obtained by thc Corps through un-used fund- <br />ing from other projects. <br /> <br />In addition to thc 8 cities/towns and three counties involved in the <br />project, federal agencies such as military installations (Fort Carson <br />and US Air Force Academy), Natural Resource Conservation <br />Servicc, United States Geological Survey and state agencics such as <br />the Conservation Districts (Turkey Creek, Central and EI Paso), <br /> <br />4 FOlll/taill em.1;; Ir~llers/;ed Neu's/eller Fe/mlll,.y 2008 <br /> <br />Department of Local Affairs, Colorado Water Conservation Board <br />and Colorado Department of Public Health and Environment <br />(CDPHE) wcre also involved.
