CWCB Construction Fund Loan Application

Question 4 Attachment

The Upper Platte and Beaver Canal Company diverts water from the South Platte River
for delivery to its shareholders. The Upper Platte & Beaver canal is approximately 35
miles in length located on the South side of the South Platte River in Morgan County.
The UPBCC also diverts augmentation through its canal into two main recharge ponds at
times when irrigation water is not needed by shareholders. The UPBCC is not currently.
experiencing any serious operational or maintenance problems. A map of the UPBCC can
be found with their CWCB Emergency Loan Application from March of2002.

Question 5 Attachment

The UPBCC wishes to build two additional recharge ponds to be filled from the UPB
canal under their current Augmentation Decree. An existing canal turnout will be
converted and equipped with a measuring device for releases into the first proposed pond.
Water will be spilled through the dam of the first pond into the second pond. Each dam
will have a gate for controlled augmentation releases back to Badger Creek. Each dam
will also have any emergency spillway back to Badger .Creek. The UPBCC wishes to
generate more augmentation credits through the new ponds. The amount of current
augmentation credits is not sufficient to cover depletions from the 97 wells found under
the UPB system. The UPBCC also wishes to construct 4 measuring weirs at the ends of
its system to properly track water leaving the canal system.
