<br />I <br />I <br />,I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />INTRODUCTION <br /> <br />Little Thompson Water District (L TWD) and Central Weld County Water District <br />(CWCWD) jointly own the Carter Lake Filter Plant which treats Colorado-Big <br />Thompson water for use by their customers. Currently, the filter plant has no raw <br />water storage facility. All water treated by the plant is delivered directly from <br />Carter Lake to the filter plant through the St. Vrain Supply Canal. Consequently, <br />the Districts are entirely dependent on availability of water from Carter Lake. In <br />wet years, the Districts are unable to treat and store all of the water to which they <br />are entitled and Gonsequently must take less than their water rights would allow. <br />Over the last 10 years, the Districts together have had to carry over or lose <br />approximately 1000 acre feet per year. In dry years, the Districts can have a <br />shortage of water that cannot be overcome by supply from Carter Lake and <br />consequently, the Districts are forced to meet their demands with water from <br />outside entities. In addition, any condition that would interrupt supply from Carter <br />Lake such as maintenance to the Carter Lake Reservoir dams or outlet or the St. <br />Vrain Supply Canal also would cause interruption in operation of the treatment <br />plant. Currently, the only storage the Districts have other than Carter Lake is in <br />their treated water storage tanks. These tanks can meet the needs of the <br />Districts for only about eight hours. The proposed reservoir would allow storage <br />of raw water for use at Carter Lake Filter Plant as needed to augment limited <br />supply in order to meet current demands, and to overcome interruptions in supply <br />from Carter Lake. <br />, <br /> <br />PROJECT SPONSORS <br />, <br /> <br />L TWD and CWqWD would form a 50/50 partnership to jointly build, own, and <br />operate the propqsed reservoir. <br /> <br />Little Thompson Water District <br /> <br />General <br /> <br />The Little Thompson Valley Water District was formed as a Special District of <br />Colorado in 196Q and began providing domestic water service in 1962. In the <br />1970's Little Thompson Valley Water District merged with the Mariana Water <br />District to form the Little Thompson Water'District. The former Arkins Water <br />Association joine~ the L TWO in 1999. On October 1, 2002, L TWO took over <br />operation of the Town of Mead water service. The legal definition of a Special <br />District is defined: in Title 32. A copy of Title 32 is contained in Appendix A. As a <br />Special District, ~ TWD is legally able to levy taxes; however, they have never <br />levied taxes in their history and do not have plans to levy taxes in the future. On <br />December 2, 1993, the L TWO Board of Directors approved and adopted <br />Resolution 93-1 ,establishing the L TWO as an enterprise.
