<br />Feasibility Study <br />Town of Kremmling <br />Raw Water Delivery System <br /> <br />Introduction (Project Need) <br /> <br />The Town of Kremmling, located in Grand County, owns and operates a mlmicipal water <br />system for the benefit of approximately 2,000 residents fed by 625 taps. The municipal <br />water system currently derives its supply from She,ep Creek, a tributary to the Colorado <br />River. The Sheep Creek basin has been adjudicated for 24 c.f.s. of which the town owns 6 <br />c.f.s. and Grand River Ranch the remainder. The basin is over adjudicated. Historically, <br />24 c.f.s. is available only for short periods during spring run-off. In addition to direct <br />flow rights the town has a 139 ac.ft. storage right in the Jones 2 reservoir. Every year the <br />town draws from storage with the anticipation of a spring refill. However, data indicates <br />not enough water exists in the Sheep Creek basin to meet current as well as future town <br />(as well as ranch) demands. Because of the uncertainty over supply, within the last two <br />years the town has engaged the services of an engineering firm to develop alternatives to <br />the Sheep Creek supply. The current drought caused an acceleration of the process, as it <br />is possible the town may not have enough water in 2003 if the drought continues. The <br />development and construction of this project would guarantee an alternative water supply <br />that would meet current and future demand. <br /> <br />Project Sponsor <br /> <br />The Town ofKremmling is a municipal corporation of approximately 2,000 persons <br />located in west Grand County. The town has the authority to set rates, issue debt, and <br />provide services and otherwise operate under the laws of the State of Colorado and the <br />Town ofKremmling. <br /> <br />Project Service Area and Facilities <br /> <br />The Kremmling water system consisting of a 1.0 mgd water plant, transmission and <br />distribution system and ditches to transport water across the basin to the reservoir. The <br />town owns 6 c.f.s. in the basin that is the primary source of water for the residents of the <br />community. There are approximately 625 taps serving close to 2,000 residents and <br />businesses within the service area. The current water demand is approximately 400-425 <br />ac-ft but with water restrictions this past two years the demand has been about 350 ac-ft. <br /> <br />Hydrology and Water Rights <br /> <br />The Town obtains its current water supplies from the Sheep Creek watershed located 2-3 <br />miles west ofKremmling. There are numerous direct flow and storage decrees in the <br />watershed that are pre-1977 water rights that are protected (able to divert in priority) by <br /> <br />6 <br />
