The second contract for all the <br /> <br />distribution lines and the Crystal Springs back-up supply <br />, <br />was awarded to E.F. Smith & Sons and was funded by a grant <br /> <br />and loan from the FmHA. <br /> <br />Construction began in mid-September, 1976, on both the <br /> <br />CWCB portion ~nd the FmHA portion of the project. 'The CWCB <br /> <br />portion was designated as contract No. 1 and the FmHA portion <br /> <br />, <br />as contract No.2. The plans are shown on pages 9-19 and <br />the specifica~ions for the project are included as Appendix <br />C in this repclrt. The inspector's log for the project is <br />I <br />also included 'as Appendix D. <br />The contractors on this project were very fortunate in <br />that there was very little adverse weather during the <br />construction period; but even so, each contractor ran <br />approximately 90 days over the allotted time for completion. <br />On co~~ract No.1, the George Barge1t Company scheduled <br />and completed tits- work very well, except for the diversion <br />I <br />dam; but on this item, the Company did not schedule the work <br />early enough and it eventually caused the Company to run over <br />appreciably on the contract time. There were only three minor <br />I <br />I <br />I <br />change orders jrequired on contract No.1, which increased the <br />I <br />contract amou~t from the original $160,047.13 to a final <br /> <br />figure of $163,117.78. Selected photos of this contract work <br />I <br /> <br />are shown on ~ages 6 & 7 of this report. <br /> <br />I <br /> <br />The only [major construction problem encountered by E.F. <br />! <br />Smith & Sons on contract No. 2 was the amount of rock encoun- <br /> <br /> <br />- 3 - <br />
