This <br />I <br />I <br />project eventually became the first one to be funded from <br />! <br />the then newly ~uthorized construction fund. <br />I <br />Prior to construction of this project, the small mountain <br />I <br />community of A11enspark relied on two or three private water <br /> <br />systems, all of !which only supplied water during the frost- <br /> <br />free season. Tqe reason being that all of the old transmission <br /> <br />and distribution lines were either laid on top of the ground or <br />! <br />I <br />they only haq a ,few inches of cover and they would freeze very <br /> <br />I <br /> <br />easily, as the elevation in the community ranges from 8,500 to <br />8,900 feet abov~ sea level. <br />In orde~ tq seek funding for consolidating and improving <br />the old water1irtes in the community, it was necessary to form <br />a legal entity. i This was accomplished on November 22, 1972, <br />I <br />when the District Court decreed that the A11enspark Water and <br />I <br />Sanitation District had been duly formed and founded. This' <br />quasi-public agency, by State statute, has all the rights and <br />powers to borrow funds for water and sanitary sewer projects. <br />Subsequent to t~e creation of the "District", a. board of <br />directors was elected and they actively pursued funding for the <br />new water proje~t to a successful conclusion.
