Collateral: As security for the CWCB loan the Rio Grande and Piedra Valley Ditch Company
can pledge assessment income, and the project itself.

Economic Analysis

The economic benefit of the project is considerable. The NRCS estimates the value of propert0 ~
affected to be $15.3 million, within the 7660-acre service area. The project cost/benefit ratio is
$15.3 million/ $52,000 or 294. 4 l/

Social and Physical Impacts

The project will have no significant social impacts, sinGe it will assure the continued operation of
a currently existing irrigation system. The project will have minor physical impacts, once
construction is complete. The new check structures will be in the same location with the
exception of two of the new check structures, which will be determined at the start of
construction. All structures will be set in the existing ditch system and be out of sight except for
the exposed backfill around the structures which will be "dressed out".

Conclusions

1. The Rio Grande and Piedra Valley Ditch Company is an incorporated entity in the State of
Colorado with the ability to enter into a contract with the CWCB for the purpose of obtaining
a Construction Fund loan.

2. Rights-of-Way easements are adequate for the construction of this project.

3. The project would provide for the continued delivery of irrigation water to share holders.

4. The total estimated cost of the project is $69,333 and this will be financed, in part, by in-
house financing and in-kind services. The Rio Grande and Piedra Valley Ditch Company is ~-=-
applying for a $52,000 €mg~8~cy-loan from the CWCB Construction Fund for the amount '-.c:;;.-
not covered by in-kind services.

e 10 rande d Piedra Valley Dit.
Emergency Infrastru re Repair Accoun
unreasonable risk of inj or damage to hu
and because the emergency dition is not the
. enance 0 the infrastructure.

Company is eligible for a loan from the CWCB
ecause the project is ne sary to avoid
health or well-being or to operty or crops,
~f negligence in the ope . n or

6.
