<br />- 2 - <br /> <br />Discussion <br /> <br />As of November of this year, there is one authorization for funding that is three years or more <br />past the date of authorization and is not yet under contract. There is also one project that is not past <br />the three-year deadline, however the project sponsors are no longer interested in moving forward <br />with a loan from the CWCB. Staffhas evaluated each of the authorizations and discussed the status of <br />the projects with the project sponsors and their consultants. The results of these evaluations along with <br />the staff recommendations relative to extending project time limits are summarized in the following: <br /> <br />a. Poudre Tech Metropolitan District - Dual Water System and Reservoir Construction - The <br />CWCB approved a Construction Fund project loan of$2,180,000 to the District in 2002 for <br />the construction of a dual water system for outside irrigation within the Water Valley and <br />Hilltop subdivisions in the Town of Windsor. Due to unresolved collateral issues the <br />District has elected not to pursue the loan. The District has not specifically requested de- <br />authorization of this loan, however, upon further discussions with the District regarding <br />additional loan funds (attached letter) they verbally indicated that they were no longer <br />interested in the loan. Staff recommends that the Board consider de-authorization of this <br />loan. <br /> <br />b. National Oceanic and Atmospheric Administration - Revisions to the NOAA Atlas - The <br />CWCB approved a Construction Fund project non-reimbursable investment of $100,000 <br />to NOAA in 1997 to collaborate with the NOAA Colorado Basin River Forecast Center <br />(CBRFC) on a project to improve spring streamflow forecast in western Colorado. This <br />effort was part of a larger, federally-funded research project. The CWCB funding was <br />split over two years. A purchase order was executed for the first year and the first tasks <br />were completed. In the second year NOAA legal counsel did not accept the terms and <br />conditions of the state purchase order and requested a contract. Several months of <br />discussion indicated no agreement would occur on terms and conditions for a contract. <br />NOAA CDC then elected to complete the tasks without the 2nd -year funding from the <br />CWCB. This research project is ongoing and continues to receive federal funding. No <br />further funding is expected from the CWCB due to the contracting difficulties. $51,602 <br />remain in the project account that needs to be de-authorized. Staff recommends that the <br />Board consider de-authorization of the remaining project funds. <br /> <br />Recommendation <br /> <br />Staff recommends the Board approve de-authorization of the loan authorization and non- <br />reimbursable investment as described above. <br /> <br />I <br />\ <br /> <br />Flood Protection.
