CHAPTER X - AL TERNA TIVES
(Summary from October 2000 Feasibility Report)

As described above, WETP ACK is a long term process to develop additional water supplies for
Project beneficiaries and to provide facilities to market Project M&I water owm:d by the
DISTRICT. WETPACK is expected to involve several phases to construct facilities to meet the
various water needs as they evolve.

Alternative to Recommended Plan
The recommended plan is to close Contract #1 and develop a new Contract #2. The a1t(~rnative is
not to change contracts but construct the facilities using only Contract #1.

The original Contract #1 was for a loan of $5,461,200 which allowed a total expenditure of
$6,068,000. The estimated cost of the existing WETPACK commitments is $2,810,000
($2,280,000 for MVIC Class B Shares and $530,000 for Sandstone West irrigation facilities)
with a loan amount of $2,932,200. The estimated construction cost for the Yellow Jacket East
and Pleasant View East irrigation facilities is $3,692,000 and a required loan of $3,323"l80. The
entire Yellow Jacket East and Pleasant View East irrigation facilities could not be constructed
with the original contract loan amount.

The construction cost would have to be reduced by $434,000 to meet the original contract loan
amount. Approximately 300 to 400 acres would be deleted from the project, allowing only 1,800
to 1,900 acres rather than 2,200 acres. Also, the available water supply would not be fully
utilized.

The recommended plan allows a total construction cost of $3,692,000 and a loan of $3,323,180
which is sufficient to construct facilities to serve the remaining 2,200 acres needed to fully utilize
the purchased MVIC Class B shares.
