I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
'I
I
I
I

CHAPTER VII - HYDROLOGY AND WATER RIGHTS
(Summary from October 2000 Feasibility Report)

The Project water supply is totally allocated. There is no firm supply from the yield of McPhee
Reservoir available for WETP ACK; therefore, the water for WETP ACK must be developed
from: (1) better management of non-Project water supplies such as MVIC; (2) storage of water
that is presently spilled from McPhee Reservoir; (3) precipitation augmentation, (4) temporary
use of Project M&I water; and (5) use of non-finn Project supplies. These water sources are
described in greater detail below.

MVIC holds water rights for 795 cfs for irrigation of up to 46,000 acres of land. There is only
about 11 cfs of water rights on the Dolores River that are senior to the MVIC decree. MVIC also
holds other water rights for industrial/domestic usage and storage in Narraguinnep, Groundhog,
and Totten Reservoirs. The Totten Reservoir storage right of 3,400 acre-feet has been
transferred to the DISTRICT as part of the purchase of Totten Reservoir.

The DISTRICT has aquired 1,500 MVIC Class B Shares which will provide 6,000 acre,.feet per
year of non-Project water. The agreement also includes the purchase of Totten Reservoiir by the
District. The water provided by MVIC through the Class B Shares is available from the existing
water rights and will be used to supply up to 3,000 acres of land described above.

Please refer to the 2000 Feasibility Study for detailed information.

8
