Mr. Edward A. Toms, P.E.
November 6, 2003

Page 2

The Greeley and Loveland Irrigation Company is reminded that, as the owner of this facility,
they are liable for the safety of the structure and for any loss of life and/or damages caused by a failure
of the dam or appurtenant structures. Acceptance of the Site-Specific PMP study does not relieve the
owner from this liability or from any other statutory obligations. Therefore, it is in the owner's best
interest to operate and maintain the facility in a manner such that the safety of the dam and the general
public are not jeopardized.

We appreciate the efforts of the Greeley and Loveland Irrigation Company in undertaking this
project and providing a safe facility for the storage of water. If you have any questions concerning the
acceptance of this study or any dam safety related issues, please do not hesitate to contact Mark
Haynes in our Denver office at (303) 866-3581 ext.8276. We look forward to working with you and your
staff on this project and to achieving a successful completion of the proposed spillway enlargement
projects in an effort to enhance the safety of these dams.

Sincerely,

~ZhV3p-

~ICk G.
