Simpson, P.E. <br />State Engineer <br /> <br />www.water.state.co.us <br /> <br />When replying, please refer to: <br />BOYD LAKE AND HORSESHOE LAKE DAMS <br />Water Division 1, DAMIDS: 040105 and 040128 <br /> <br />Subject: Final Approval of Site-Specific PMP Study <br /> <br />Dear Mr. Toms: <br /> <br />Thank you for submitting the final draft of the report for the Site-Specific Probable Maximum Precipitation <br />(PMP) Study for the drainage basins above the Boyd Lake and Horseshoe Lake Dams in Larimer County for the <br />review and approval of the State Engineer. The report was revised in accordance with our letter dated <br />November 6, 2003. Based on our review of the revised final report, we find the results of the Site-Specific <br />Probable Maximum Precipitation (PMP) study for these two dams to be acceptable. Our final acceptance and <br />approval of this study are effective as of the date of this letter. The depth/duration relationship of the PMP <br />general and local storms as presented in the tables on Pages 35 and 42, respectively, of the study report are <br />considered to be acceptable. These rainfall depths should be used in the determination of the characteristics of <br />the inflow design flood for the purposes of designing the enlargement of the spillways for these dams. <br /> <br />You are reminded that the Greeley and Loveland Irrigation Company, as the owner of this facility, is liable <br />for the safety of the structure and for any loss of life and/or damages caused by a failure of the dam or appurtenant <br />structures. Acceptance of the Site-Specific PMP study does not relieve the owner from this liability or from any <br />other statutory obligations. Therefore, it is in the owner's best interest to operate and maintain the facility in a <br />manner such that the safety of the dam and the general public are not jeopardized. <br /> <br />We appreciate the efforts of the Greeley and Loveland Irrigation Company in undertaking this project and <br />providing a safe facility for the storage of water.
