approximately $1,800,000 greater than expected; and 3) the spillway was estimated to be $1,800,000
greater than the allowance in the original study. It was critical that the Districts make a decision to
select the reservoir size in May 2004 to avoid additional engineering and permitting costs.
There are not any significant changes in demand between this study and the original study.
The storage is needed to meet the needs ofthe Districts' existing customers and is not being built to
produce yield to facilitate growth. The reservoir would increase system reliability during drought
conditions.

A. Project Sponsors
The project sponsors remain the LTWD and CWCWD. They Districts remain committed to a
50/50 partnership to jointly construct, own, and operate the proposed reservoir. For a description of
the sponsoring entities refer to pages 1 through 5 of the original study.

B. Water Rights
Water rights are discussed on page 5 of the original study. There are no additional[ water
rights required to construct the larger reservoir since the purpose of the reservoir is to provide: carry-
over storage for existing C-BT water rights.

Dry Creek Reservoir Project

3

ElCI'VLE
