u�_'� Amity Mutual Irrigation Co. Agenda Item 22d. November 19-20, 2001 Water Riqhts The Company owns water storage rights in the Neenoshe Reservoir, as well as direct flow rights in the Amity Canai. The Neenoshe Reservoir has a capacity of 60,618 ac-ft and the Company has an 1150-cfs direct flow water right in the Amity Canai. Water rights owned by the Company are shown in Table 1: . _ Table1: Water Rights of the Amity Mutual Irrigation Company Proiect Description Three alternatives were analyzed in the feasibility study: 1. No Action 2. Rehabilitate the outlets and construct a new stilling basin ($400,000) 3. Replacement of the outlet system ($960,000) �. Alternative 3, Replacement of the outlet system, was ruled out because it would increase the cost of the project significantly with little added benefit. Alternative 2, Rehabilitate the outlets and construct a new stilling basin, was the alternative with the least overall cost that was a permanent solution to the problem. This alternatiue is considered the preferred alternative. The no-action alternative was considered unacceptable since it would mean that the reservoir would remain restricted to gage 23.5 feet, an annual loss of approximately 8,000 ac-ft of storage. This would be a significant hardship for the shareholders. Selecfed Alternafive 2 consists of relining the four outlets with 27-inch steel pipe, grouted in place. New 30" by 30" sluice gates with new manual hoists will be installed on the upstream headwall. The stilling basin will be demolished and rebuilt of reinforced concrete. A toe drain with engineered filter will be incorporated into the stilling basin design. The implementation schedule calls for completion of financing arrangements in spring 2002. Final engineering design will be completed by fali 2002. Constructis�n will be completed in fall- winter 2002. Financial Analysic The total estimated cost of the project is $400,000, and the water is used for agricultural purposes. Staff is recommending a 30-year loan in maximum amount of $360,000 (approximately 90% of estimated project cost.) 2 There is a one-time refill right to the Great Plains Reservoir System. Water is delivered through the Fort Lyons Canal to the Kicking Bird Canal, and then to the Reservoir system. The Company has diverted an average of 54,460 ac-ft over the past 10 years, according to State Engineer Records.
