Water rights and water exchange (system operation): <br /> <br />The Leroux Creek System is operated with an agreement among water users that is <br />based on exchange percentages during high and low flows. During the spring runoff <br />the system's exchange is used to store water in 28 reservoirs and distribute water to <br />all users in accordance to their decree less what have given to the exchange total and <br />their share of the exchange total. During low flows the percentage changes and the <br />users receive a portion of stream flow and a portion of reservoir water. Once the <br />reservoir water is used then the users only receive what the decree provides in order <br />of priority. The high flow percentage values are used when flow exceeds 62 cEo; in <br />Leroux Creek. The low flow percentage values are used when flow is less than 62 <br />cfs. <br /> <br />4. Miscellaneous: <br />a. Runoff for Leroux Creek is highest during May while runoff in Surface <br />Creek is mostly during both May and June. This is most likely due to the <br />basin characteristics of Leroux Creek. As the slopes are facing south the <br />melting of snow is faster in Leroux Creek Basin and thus most runoff <br />occurs in May. In Surface Creek, the melting is slower and runoff will be <br />through May and June. <br />b. On an average monthly basis, the total amount of available water in the <br />Leroux Creek is lower than the total decreed water amounts. <br /> <br />P:\DOMESTIC\1463-Leroux Creek\M.
