Lile, P.E_ <br />Director, eWeB <br /> <br />Mr. Kevin Crago <br />Director of Utilities <br />City of Fort Morgan <br />Box 100 <br />Fort Morgan, CO 80701 <br /> <br />Dear Mr. Crago: <br /> <br />At the July 19th Colorado Water Conservation Board meeting in Gunnison, the Board <br />approved the City of Fort Morgan's request for a loan for half of the cost of a feasibility study <br />for a new raw water reservoir. We are currently drafting a contract between the City and the <br />CWCB and will notify you when the contract is ready for your signature. <br /> <br />At the meeting, the Board asked a number of questions regarding the City's capital <br />improvements program for both water and wastewater and the financing arrangements for these <br />programs as well as the feasibility of the City's portion of the Southern Water Supply Project <br />(SWSP). In order to respond to the Board's questions, I would like to suggest the following: <br /> <br />At the September Board meeting, currently scheduled for September 13 and 14 in <br />Denver, we will place on the agenda a presentation to the Board on Fort Morgan's <br />water and wastewater capital improvements programs and associated financing <br />arrangements. We would like to request that you or a member of your staff be <br />present at the meeting to make the presentation. <br /> <br />I will prepare a memorandum to the Board summarizing your presentation. I would <br />like to ask that you provide me by August 12 with the information needed 'to <br />prepare the memorandum. <br /> <br />As you know, Senate Bill 94-29 which authorized the Board to loan $5.5 million to enable <br />Fort Morgan's participation in the SWSP also requires the CWCB to make a determination that <br />the City's participation in the project is "technically and financially feasible." We are therefore <br />requesting that the City provide the CWCB staff with a feasibility study in order that the staff <br />can formulate a recommendation to the Board regarding Fort Morgan's participation in the SWSP <br />prior to disbursing the $5.5 million. <br />
