<br />Chapter V - Evaluation of Alternatives <br />Four factors were used to evaluate the alternative, which included: 1) Impacts on the man- <br />made environment, the natural environment, and the existing social structure; 2) Institutional <br />requirements; 3) Project Costs; and 4) Financial feasibility for project implementation. The reservoir <br />impoundment will remain at the historic storage capacity of230 acre-feet. The dam height will not <br />be increased from the existing 30.2 feet for any of the alternatives. The following sections describe <br />the impacts, institutional requirements, and project costs. Financial feasibility will be addressed for <br />the selected altemative in Chapter VI. <br /> <br />A. Impacts <br /> <br />A.l Man-Made Environmental Impacts <br />There will be limited environmental impacts to existing dwelling units, commercial facilities, <br />or other structures in the area. The existing City of Evans' waterline will be abandoned during the <br />construction ofthe project. The County will reconstruct the road along the crest of the dam once the <br />Company has finished the dam rehabilitation. Site access will be obtained via the existing county <br />road along the dam crest. The road is presently closed to traffic and will require minimal traffic <br />control during construction. There are no additional lands that would be inundated above the <br />historical impoundment elevation. Construction staging will be limited to the existing county road <br />on the left abutment. <br /> <br />A.2 Natural Environmental Impacts <br /> <br />Impacts associated with the natural environment will be limited to the outlet works area and <br />to the stream immediately downstream. No additional impacts on streamflows will occur from the <br />historical amount. There is no fishery in the drainage directly below Lake Arrowhead Dam; <br />therefore, there would be no need for bypass flows to prot~ct fisheries immediately below Lake <br />Arrowhead Reservoir during construction. The historical use pattern will be reestablished upon <br />completion of the project negating any water quality impacts after construction.
