Project Service Area, continued

The Town of Dove Creek presently has two sources of supply for their domestic,
treated-water system-280 acre-feet per year of Dolores Project water and 1.08 CFS
water right on the Dolores River. They use the Dolores Project water supply during the
months of May through October, as delivered down the Project's Dove Creek Canal. For
the balance of the year (mid-October through April) they utilize their direct flow water
rights by the operation of wells located at the Dolores River. The Town's domestic water
supply is treated through a Neptune up-flow clarifier and multi-media filter and then
chlorinated. This treated water is stored in two terminal storage tanks (500,000 gallons
and 125,000 gallons). Over the last three years the average water use has been 223,8 acre-
feet per year. The Secondary Water-Supply Project will reduce the demand for treated
water.

Project Features

5 to 10 acre-foot terminal storage reservoir
8660 feet of 10" pipeline
7480 feet of 8" pipeline
16,480 feet of 6" pipeline
new pumping plant to deliver up to 2 cfs
% to I-inch capacity meters for up to 10 gallons per minute per household

A map of the proposed plan for the alignment of the pipeline is included in
Appendix A.

Water Supply for the Project

The DWCD will supply up to 300 acre-feet of its M&I water supply to the Dove
Creek Secondary Water Supply System project. That water is available to the DWCD
through the storage rights under the Dolores Project. The DWCD is under contract with
the Bureau of Reclamation to receive 5,120 acre..feet of annual project yield for M&I
purposes. At the present time the District has leased or contracted only a small portion of
this water supply.

Evaluation of Alternatives

Based upon the work we've done with the citizens' committee in Dove Creek,
DWCD focused its evaluation on the feasibility of a "secondary water supply system."
The only available water supply for such a system it the DWCD M&I water supply. So,
that naturally led to the conclusion of a DWCD sponsored project. The citizens of Dove
Creek could continue to use their treated water supply for outside irrigation purposes, but
that doesn't address the desire of the Town of Dove Creek to spur economic vitality. The
residents of Dove Creek cannot afford $2.40 to $3.00 per 1000 gallons for an irrigation
water supply. The secondary system gives them an affordable alternative and it adds
value to the residential property in Dove Creek.

4
