Walcher <br />Executive Director <br /> <br />TO: <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />DATE: November 6, 2003 <br /> <br />SUBJECT: Agenda Item 8e., November 19-21, 2003 Board Meeting <br />Johnson and Edwards Ditch Company <br /> <br />Introduction <br />The Johnson and Edwards Ditch Company (JEDC) is applying for a $132,500 loan to construct a <br />groundwater recharge Iwell augmentation project consisting of 2 recharge ponds, a recharge well <br />and pipeline, and the purchase of water rights. The estimated total cost of the project is $147,222. <br />Please see the attached project summary and map. <br /> <br />Backaround <br />The JEDC, located in Morgan and Washington Counties, operates the Johnson and Edwards <br />Ditch for the benefit of its shareholders by providing delivery of water for irrigation within a 3,000- <br />acre service area. The system consists of a diversion on the South Platte River about 23 miles <br />southwest of Sterling, and about 7 miles of ditch. The diversion and the first 2.5 miles of ditch are <br />shared with the Prewitt Reservoir Company under a 1912 agreement. <br /> <br />There are also 12 junior wells under the Johnson and Edwards system, used as a supplemental <br />supply to the ditch water. The depletions from the pumping of the JEDC wells must be replaced <br />during times when there is a "call" on the river by a senior downstream water right. GASP has <br />successfully been used for the past 30 years to cover the depletions on these wells. However, <br />GASP operates on a year-to-year basis with no guarantee of continued coverage. The recent <br />drought has brought to the foreground just how difficult it is to provide adequate augmentation <br />for well users. GASP has indicated it will not be able to provide augmentation of these wells <br />next year. <br /> <br />The JEDC wants to develop a recharge system that will generate augmentation credits to be <br />used to offset the depletions caused by their 12 wells. By generating their own augmentation <br />the JEDC shareholders can protect themselves from curtailment. <br /> <br />Feasibilitv Studies <br />Brent Nation, P.E. of Nation Engineering Services, has completed the feasibility study. The report <br />includes an evaluation of alternatives available to generate an augmentation supply for the JEDC. <br />
