~

irrigation uses, it is quite feasible for Gurley Reservoir to
release water for municipal use, even though irrigation water
release is not feasible. I believe that this provides
adequate evidence that there is a reliable water supply even
during drought periods for municipal purposes. In addition,
it is my understanding that the Town of Norwood and Wrights
Mesa plan to purchase additional water rights in Gurley
Reservoir as shares become available.

Regarding the detailed financial analysis, this can only
be prepared after the Town and Wrights Mesa have selected the
exact size of t~e proiectl and have determined the mixture of
loans, grants, and local contributions that will be used to
finance the project. This was not feasible to do until the
Town reviewed the report. The Town and Wrights Mesa now plan
to proceed with a Project that will cost $710,695. A summary
of the components of this project is outlined in Attachment
A. It is my understanding that the Town will prepare a
financial statement showing the annual income and expenses
for each year of the life of the loan.

If you need further information, please let me know.

Si~erely,

I~ r/l() ) /
!/___l.~ m~7!l1l/JVJ1

William D.
