There is obviously substantial <br />misunderstanding regarding the actual cost of that pipeline, and I, along with the Norwood <br />Water Commission, have to assume some responsibility for that. I have put together a <br />memo which outlines the background of the various studies done to evaluate the pipeline <br />versus the reservoir, and the sequence of events leading up to the applications for a loan <br />from the CWCB.
