CWCB <br /> <br />FROM: <br /> <br />DATE: July 7, 1994 <br /> <br />SUBJECT: Agenda Item 12b, July 19-20, 1994, Board Meeting-- <br />Water Project Construction Loan Program - Feasibility Studies <br />Town of Norwood - New Raw Water Reservoir <br /> <br />Background <br /> <br />In November 1991, the Town of Norwood completed a feasibility study (funded by the <br />Department of Local Affairs) for upgrading and expanding the municipal water supply system for <br />Norwood and the Wrights Mesa area. The study described a number of problems with the raw <br />water, water treatment, and distribution systems as outlined in Chuck Lile's memo to the Board of <br />October 20, 1992. The feasibility study, prepared by West Water Engineering of Palisade, proposed <br />a $1.4 million program of improvements to the Town's raw water, treatment, and distribution <br />facilities. <br /> <br />At the November 9-10, 1992 Board meeting, the Town made application for a $320,000 loan <br />to finance the cost of the raw water portion of the improvements program. The raw water project, <br />as proposed at that time, was a pipeline from a nearby irrigation reservoir (Gurley Reservoir) to the <br />Town's water treatment plant. The Board recommended a 20-year loan for $320,000 at two percent <br />interest for the project. The loan was subsequently authorized by the Legislature in HB 93-1273. <br /> <br />In addition to funding from the CWCB, the Town has also received Energy Mineral Impact <br />Assistance funds in the form of a $250,000 grant and a $50,000 loan. The energy impact monies <br />are being used primarily for improvements to the treatment and distribution systems. <br /> <br />Proposed Reservoir Proiect <br /> <br />The raw water pipeline was intended to improve the efficiency of deliveries to the Town's <br />water treatment plant on a year-round basis.
