CWCD <br /> <br />RE: Town of Norwood Water Commission Request for Supplemental Authorization <br /> <br />Dear Mayor Estep: <br /> <br />Concerning the Town of Norwood's request for a supplemental authorization of $630,000 <br />from the Colorado Water Conservation Board (CWCB) Construction Fund, I am pleased to <br />inform you that the Board approved the request at its January 25th meeting. The repayment <br />period for the $630,000 loan will be 40 years and the interest rate will be four percent. This <br />supplemental authorization will be in addition to Norwood's existing authoriZation of <br />$320,000. Both authorizations are to finance the construction of Norwood's new raw water <br />reservoir as described in the draft WestWater Engineering feasibility study. <br /> <br />You will recall that the loan was approved by the Board on the following conditions: <br /> <br />(a) The loan shall be contingent upon satisfactory completion of the draft <br />feasibility study and acceptance of the final version of the feasibility study by <br />the CWCB staff. <br /> <br />(b) The loan shall also be contingent upon the submittal to the staff, either as a <br />part of the feasibility study or separately, a detailed plan, approved by the <br />Norwood Water Commission, for acquiring and utilizing adequate water <br />supplies for the purposes of the proposed project. <br /> <br />(c) The loan shall be further contingent upon all standard contracting provisions of <br />the CWCB. <br /> <br />Please continue to coordinate with Bill Green on the completion of items (a) and (b). <br /> <br />Your supplemental authorization from the Construction Fund will be considered by the State <br />General Assembly as part of the 1995 CWCB Construction Fund bill with passage expected in <br />May 1995. Funds should be available about July 1, 1995, assuming we are able to negotiate <br />a contract by that date. Please continue to coordinate on CWCB contracting activities with <br />Jan Illian of the Project Planning and Construction Section staff. Final contract documents <br />will be sent to you for signing after the Construction Fund bill is signed by the Governor. <br /> <br />
